GET api/Paciente/Buscar?codClienteSSN=X&termo=&ativo=&maxLinhas=300 Sem 'termo': retorna os cadastros mais recentes. Com 'termo': busca por nome, código, CPF ou celular. 'ativo': 1 = somente ativos, 0 = somente inativos, ausente = todos.
